How to get Panama citizenship: The three legal paths
Panamanian nationality is acquired in three ways: by birth (born in Panama), by descent (born abroad to Panamanian parents), or by naturalization (foreigners who become citizens after years of permanent residency). Panama citizenship requirements for Naturalization
Under Panamanian nationality law, to apply for citizenship by naturalization before the Electoral Tribunal you must prove:
- Five years of permanent residency in Panama as the general rule. The period is reduced to three years if you are married to a Panamanian citizen or have children born in Panama, and nationals by birth of Spain and Ibero-American countries benefit from reciprocity rules that can shorten the process further.
- Basic command of Spanish and a passing knowledge of Panamanian history, geography and civics, assessed in the naturalization process.
- Good conduct: a clean criminal record and no activity considered contrary to the public interest.
- Real ties to Panama: genuine residence, economic activity or family life in the country. Naturalization is discretionary, and files that show a paper residency with no actual connection to Panama are the ones that stall.
How Much Does Panama Citizenship Cost?
There is no single official price tag, and any website quoting one exact figure is guessing. Your real cost has three layers: the cost of your residency program (from modest government fees under the Pensionado Visa to a $300,000 investment under the Qualified Investor Visa), government and filing fees at each stage, and professional fees for the residency and naturalization files. Panama Citizenship by Descent and by Birth
Two routes skip the residency-first journey entirely, and they are the most searched and least explained on the internet.
Panamanian Citizenship by Birth
Panama applies jus soli: anyone born on Panamanian territory is Panamanian by birth. Panama Citizenship by Descent
Children born abroad to a Panamanian father or mother can claim Panamanian nationality by descent. The claim generally requires registering the birth with the Panamanian civil registry and establishing residence ties depending on the case. If your parent, or in some family lines your grandparent through your parent’s own claim, was Panamanian, you may hold a right worth exercising: no investment, no five-year wait. Panama Citizenship by Investment: Residency First, Passport Later
Let us be precise, because this is where most online content misleads: Panama does not offer direct citizenship by investment. You cannot buy a Panamanian passport. What Panama offers is permanent residency by investment, immediately, and a clear road from that residency to naturalization after five years. For investors, that combination is often better than a purchased passport: you get a real home base, a territorial tax system and a citizenship that rests on solid legal ground.
Qualified Investor Visa (Panama Golden Visa)
The fastest route to permanent residency, granted directly, with processing in roughly 30 to 90 days and no provisional stage. Qualifying investments, held for a minimum of five years:
- $300,000 or more in Panamanian real estate, free of liens. Important: this reduced threshold is in force only until October 15, 2026. After that date it rises to $500,000. If the real estate route is your plan, your file should be submitted before the window closes.
- $500,000 in Panamanian securities through a licensed local broker.
- $750,000 in a fixed-term deposit in a Panamanian bank.
Your spouse and dependent children can be included in the application. Five years after obtaining permanent residency, you become eligible to apply for naturalization.
Friendly Nations Visa Program
If you hold the nationality of one of the 50+ countries Panama designates as friendly nations, including the United States, Canada, the United Kingdom, most of Europe and Australia, this remains the most cost-effective residency route. One important update, because outdated pages still circulate the old rule: the $5,000 bank deposit requirement was eliminated in 2021 and no longer exists.
Today the program grants a two-year provisional residency, convertible into permanent residency, and requires a genuine economic link to Panama through one of three options: an employment contract with a Panamanian company, a real estate purchase of at least $200,000, or a fixed-term bank deposit of at least $200,000. Pensionado, Forestry and Other Residency Routes
Every permanent residency program is a valid first step toward citizenship, because naturalization counts your years as a permanent resident regardless of which visa got you there:
- Pensionado Visa: for retirees with a lifetime pension of at least $1,000 per month. It carries Panama’s famous retiree discounts and is a fully valid path to naturalization eligibility.
- Forestry Investor Visa: from $100,000 in government-approved reforestation projects for temporary residency, or $350,000 for direct permanent residency, combining environmental investment with your immigration goal.

Panama Dual Citizenship

Does Panama Allow Dual Citizenship?
Panamanians by birth do not lose their nationality by acquiring another one, so dual citizenship is a practical reality for citizens by birth and by descent. For naturalized citizens the picture is more nuanced: the naturalization oath before Panamanian authorities includes a renunciation of your former nationality. Whether that renunciation actually terminates your original citizenship depends on your home country’s law, not Panama’s.
